"backup files" button doesn't do anything

i'm running vista, and in the backup and restore center.  I click on the back up files button and nothing happens!  Clicking change settings does nothing!
The restore files button works.  Any ideas?

·        Was it working fine before? If so then, do you remember making any change to the computer after which the issue started?
Try the steps below and check if it helps.
Step 1:
Temporarily disable the antivirus software running on the computer and check if it helps.
Windows 7:
Disable antivirus software
Warning:
Antivirus software can help protect your computer against viruses and other security threats.
In most cases, you shouldn't disable your antivirus software.
If you have to temporarily disable it to install other software, you should
re-enable it as soon as you're done.
If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
Step 2:
If step 1 fails then, place the computer in a clean boot state and troubleshoot the issue.
You can start Windows Vista or Windows 7 by using a minimal set of drivers and startup programs.
This kind of startup is known as a "clean boot." A clean boot
helps eliminate software conflicts.

Step 3:
